On February 26, the Clatsop County Board of Commissioners held a public hearing on Ordinance 2013-07, which would ban the use of elephant management tools.  The Commissioners voted to send the ordinance to the public for a vote, so the item will now appear on the May 20 primary ballot.  It was noted that there was a similar ballot question two years ago, but was voted down at the time.  This time, the ordinance specifically refers to elephant management tools.
